It is not especially clear that anything which is derivative (as per 1b)
may not be closed. The closest thing I can come to deriving (pun intended)
this is combining 'use' as defined in 1f with the actual liscence contained
in 2.

That is, to 'use' material is to create a derviative work, and that, in
turn, must be OGLed.

This really ought to made more clear. And, if it is NOT the case that
derivatives of 'open' content must remain open, the utility of the liscence
is severely undermined.
