Will it clearly have marked out what is OGLed and What isn't?

If it is, what's to stop someone from creating there own complete RPG book,
that fits in with d20 style and not say "requires D&D PHB"?

I'm working on a super-hero system based on d20, if I finished it, could I
add in all the ogl stuff and sell it as it's own book? or can I only say use
Z class(es), add X feats and Y skillsand W items? basically what I want to
know is can I make a full system that does not rely on the D&D PHB?

Also, what hp system is star wars using (if you can share this), and will
this be OGLed?
