Because there are publishers who would consider that an infringment on their
copyrights and trademarks.  That's exactly what Peter did when he wrote the
Primal Order.  TSR sent a 'cease and desist'.  Palladium sued.  For all I
know, other publishers objected too.

The practice of putting conversion notes in the back of commercial products
for other comany's systems is actually a fairly new practice in the gaming
hobby, and most publishers who do so ask permission first before proceeding.
Once the OGL/D20STL is finished, WotC will stop granting permission.
