Erm...WOTC issues the D20 license. Anyone can, if they wish, enter into
negotiations with WOTC for one-time changes to the license. WOTC can grant
itself any changes it wants. The liscense is solely for outsiders who want
to use the trademark. WOTC *owns* the trademark, it doesn't need to license
it from itself! To the best of my knowledge, nothing in the SW rulebook is
OGC, though parts of it might end up in the SRD someday...
