No.
I wrote "I expect Wizards will change its stance regarding unlicensed and
infringing works." Please don't misquote me.
I have no knowledge of what that change in stance might mean, when it might
take place, or who would implement it. All I know for sure is that the
current situation is a temporary state that is unlikely to sustain itself
over any length of time.

No.
All WotC has to do is provide a "license", just like the d20 System
Trademark License, which says "if you want to use Campaign Setting X
materials, and the following trademarks and copyrights [...], you must in
turn agree to abide by the following terms and restrictions [...].
The rest of the framework could be the OGL, or it could be something
completely new. In my opinion, what it cannot remain over the long term is
the current unethical, illegal and confusing policy it is now (even though
that policy is lightyears better than the previous policy).
