"since something cannot be both Open Game Content and
PI"

Not quite right.

You were almost there.

"If you Use material under the OGL you must contribute
that material as open game content."

Yes, basically. If it is preexisting OGC you arent
technically contributing it, you are using it. If it
is newly created you are contributing it.

"Then, since I cannot contribute material from Tome
and Blood I cannot Use the name of their feat as a
pre-req."

Bingo!

"When I include the name of a feat of my own invention
in the pre-requisites for something else I'm Using the
name of that feat. (*) would imply then that the name
of the feat becomes open game content and despite my
earlier attempts to protect it as product identity I
couldn't do that"

Almost.

The feat of your own invention becuase it is derived
from the SRD must be open. Correct.

That means the feat is OGC. Frankly I cant see how a
feat couldnt be open.

But an open feat can still have PI elements in it.

For example, lets say I create a feat called "Vangal's
cleave" with all its uses and prerequisites and
benefits described.

The feat, by nature of being derivative of content
from the SRD is thus Open Content. However, beacuse I
can claim "Vangal" as PI, the feat is open but the
name Vangal is closed.

For another example. I created a prestige class called
a Justicar of Muir. The prestige class info is open.
But the name Muir I have PI'd.

So you can have PI content in otherwise open content.

You have hit on exactly why there is the PI clause.
That is what it is used for. But you have to justify
why it is PI--it has to be theme, setting, blah blah
blah that is unique. You cant just say "fireball" is
unique to your settign and claim it as PI.
