Spin off from bug 372
MP3 import is now handled by madplay+oggenc. Linux users just need these
packages installed, but for windows users we should bundle binaries. We need a
current build of both madplay.exe and oggenc.exe in the "support" subdirectory.
We also need to include a readme for each with copyright info, license info,
and a link to the respective project websites and source-code downloads. We
also should mention copyright and "thanks" in custom's readme file.
