TileMap. Load tile, wall and foe maps into TileMaps, replacing the ancient 
scroll(), pass(), etc arrays and ending the evil tyranny of setmapdata. 
setmapdata still exists (half of its remaining functionaly could be replaced by 
view slices) but has nothing to do with reading/writing tiles now. Much related 
cleanup.

Also discovered apparent cause of bug 764 '"Blocked by" vehicle setting does 
nothing': the tilemap (layer 0) instead of wallmap was being read.
