This is more or less a corrected version of Bug 806, that had been marked as a
duplicate of Bug 131. I realize Bug 806 didn't make particularly clear what I
actually actually had in mind and I can totally understand how it got
misinterpreted. My bad :(. Here is a (hopefully) better explanation:

This option is still intended for individual attacks and should allow game
authors the option to reset the attacker's battle-ready meter to a specified
position. It should be listed under the "Cost" sub-menu of the attack editor.
It can read as...

"Battle-Ready Meter %: (100%[deplete meter completely], 99,98,97,96.....0%[do
not
                        deplete meter])"

In this case, 100% would be the default setting, 0% would mean that the
attacker will be ready immediately after using the attack, and 70% would mean
the attacker's Battle-ready meter will restart at 30% after using the
attack/spell, etc. etc.

Again, sorry for the confusion with Bug 806. Hoping this one gets added along
with 131!
