So all I can conclude now is that all these mate switches do specifically not work with the root account.
PROBLEM SOLVED: This is again something weird! None of the methods setting that nasty switch including dconf-editor, gconf-editor, dconf set org.mate... worked, although all methods pretend that that switch had been indeed set correctly. Instead, only one specific command sets the right switch at the correct place: dconf write /org/mate/desktop/background/show-desktop-icons true Specifically note that again, the 'desktop/' part is in that path.
