Yes, I think this would be a great contribution. I know multiple places wish 
they had it, or have written one like it but lament that they have to 
redundantly maintain it.

I think it would be easiest for everybody to just incorporate it into OIIO's 
code base, for exactly the reasons you mention. For this or other Nuke or Maya 
plugins that we may wish to add, we can simply make the build system skip over 
those sections if no Maya or Nuke or whatever SDKs are found in the obvious 
places at build time, much as we skip over supporting certain formats if the 
libraries they depend on are not found. It should therefore be no build-time or 
run-time burden on those who don't need it.
