I have tagged Release-1.8.13 and updated the 'release' branch marker to match.

This is a very minor release on the stable branch. There is no need to upgrade 
unless you are having the particular build issues it addresses. But 
nonetheless, we stick to our monthly release schedule.

Meanwhile, master has had all sorts of great changes and is approaching time to 
turn it into the next release in the next couple months. Will that be 1.9? Or 
have we changed APIs enough (much more than usual) that it feels better to call 
it 2.0? Something to mull over.

In the mean time, here is the very tiny set of release notes on this bite-sized 
release:


Release 1.8.13 (1 Aug 2018) -- compared to 1.8.12
