IM askinbg about the oiiotool command line tool
I did find a pdf document here ... there is probably a more official
location

here are a couple of examples in that document
oiiotool fg.exr bg.exr --over -o composite.exr

oiiotool fg.exr --origin +512+89 bg.exr --over -o composite.exr

exactly what I was looking for
