You don't need Qt at all, just skip it unless you absolutely must use the "iv" sample viewer. Nothing else in OIIO needs Qt.
Don't believe those windows instructions, they are years old. I would love for somebody to completely rewrite them. (Somebody other than me, since the last time I had Windows machine, technically it was really a DOS machine.)
