I think it should work. Two things to check:
oiiotool --help
Look at the bottom, make sure that ffmpeg is in the "input formats supported"
section, and that the "dependent libraries" section lists it and has the
version you expect.
Next, try adding this to your test:
out = oiio.ImageOutput.create(path)
if not out :
print("error:", oiio.geterror())
image_format = out.format_name()
Maybe there's something up with opening that particular file.
