The XML parser is looking for a protocol for the DTD URI in the DOCTYPE declaration. I don't know how to do relative URIs in this context, so I've used absolute URIs like: file:///c:/obj/repository.dtd. No doubt there's a better way, but this will at least get you unstuck.
