Newbie build-torque.xml problem

I've seen reference in the archives to the problem below  but haven't 
found the answer.    The torque-3.0.1 jar is in ./lib where as best I 
can tell it should be.   I get the same thing when running 
./bin/build.sh prepare-testdb.   Thanks for any help.
