.html, you can see that it is possible to specify the charset on the URL of
the database.

Set the dbalias attribute on your jdbc-connection to :
 dbalias="//myHost/myDatabase?charSet=ISO-8859-1"

I can't test, as I have no access to Postgres. If that doesn't work, poke
around for the correct URL specification for Postgres.
