I also meant to mention that the Network Services Implementing Rules make it clearer than the Directive itself that not everybody has to implement INSPIRE services, only to make metadata and data available to someone who does, with an aggregator at the Member State level spoonfeeding data to the Commission. The impact assessment does not assume this is the case, the needs can be met by an XML and a TIFF file on a webserver.
