My name is David Osimo, I do research and consultancy on government ICT policy and web2 in particular. I hereby inform you and ask for collaboration on a recently started initiative: with a group of web2.0 European activists, we aim at building an open declaration for public services 2.0 The rationale: government e-gov policies remain largely detached from web social innovation model. Web2.0 projects are cool but haven't built yet a systematic policy vision. The excuse: on November 2009, EU ministers will publish their ritual "Ministerial Declaration" which is the basis for EU e-government policy in the next years. The goal: to build collaboratively an open declaration, and to get the speaking slot to present it officially at the EU Ministerial Conference, alongside the Ministerial Declaration. We've launched a set of initiatives, and use http://eups20.wordpress.com as a platform. Until July 15th, you can post/comment/vote ideas for the declaration on http://eups20.uservoice.com .
