The European Commission has recently released a working document titled "Public consultation on the future EU 2020 strategy". http://ec.europa.eu/dgs/secretariat_general/eu2020/consultation_en.htm The EU2020 strategy is a continuation of the Lisbon strategy, with a proposed focus on: (1) Creating value by basing growth on knowledge. 2) Empowering people in inclusive societies. (3) Creating a competitive, connected and greener economy The description of the first focus area includes a paragraph on intellectual property issues: "A well-functioning system of intellectual property rights, which allows for efficient and cost- effective protection, enables innovative business start-ups, provides authors with a transparent management of their rights, and helps universities and research institutions to raise capital through the commercialisation of their ideas and inventions is needed to develop the creativity, knowledge and research capacity in Europe." I'm not an expert in interpreting political intent of EU documents, but I think that the paragraph lacks any mention of the value of openness in intellectual property - while there is mnetion of "effective protection" and commercialisation of ideas / inventions. The document is in consultations until the 15th of January.
