The World Bank have developed one: see http://data.worldbank.org/about/open-government-data-toolkit/readiness-asses sment-tool Although some of the language is in terms of countries, it is applicable to regions and to municipalities too. The World Bank is seeking continuous improvement, so a commentable version has been posted (there's a link on the page above) and the intention is to revise it periodically in the light of comments from the community and of feedback from operational use. I believe that translations into Russian, French and Spanish are under way. Please note that this is a *readiness assessment* tool; that's a different task from assessing open data initiatives which have already been developed. Please let me know, thanks so much, Carlos -- Carlos T. Perez-Brito
