One of the things we worked hard to do in building the standard and specification was to combine technical field-level specs for representing data, with some more policy oriented implementation guidance at http://ocds.open-contracting.org/standard/r/1__0__RC/en/implementation/publication_levels/ which sets out different levels of breadth and depth of publication that authorities can move towards.
