I just installed Manjaro KDE-Next 2015.08 in a virtual box machine, downloaded
a random pdf from the itnernet, renamed to the arabic name you say and was able
to open it just fine from dolphin.
Sorry but unless i can reproduce it there's no way we can fix it.
