Thanks for the info about the upcoming license change in Ghostscript, I hadn't heard about this yet (or at least I can't remember...). Debian testing however does have version 9.22 in its "main" component and Debian is very strict about only free software being accepted there. They do repackage the sources, removing non-free parts (and have been doing so for very long already).
