You need to enable the debug repo first. (it should be preconfigured by default
but disabled, if necessary you can find the URL here though:
https://en.opensuse.org/openSUSE:Tumbleweed_upgrade#Repositories )
Or use this zypper command instead:
zypper --plus-content debug install okular-debuginfo
