When the AcroForm section is embedded directly into the Catalog dict, Poppler must rewrite the entire Catalog dict in order to update it. (As I understand PDF spec ISO 32000-2:2020 section 7.5.6 about incremental updates) Your signed form is seen with Adobe Reader.
