There isn't a one-to-one mapping of scanned texts on archive.org to 
openlibrary.org for a few possible reasons:

1. OL doesn't yet support multi-volume works or serials
2. Texts that come into IA without a MARC record get missed in the automatic 
import process that exists from IA -> OL.

I suspect in this case it's the second reason... There's nothing stopping you 
from adding a record on OL for anything, if you wish, although there are no 
specific cataloging parameters for things like ordinance surveys. (Microfilm, 
ie. smaller documents folded into a larger "umbrella" doc, aren't handled 
gracefully in the OL context.)

The "Search Inside" feature on OL actually does index all scanned texts on IA, 
as well as those in OL. As we continue to add cataloging features specific to 
different text types into OL, the gap between the two systems will hopefully 
continue to close. This is an ongoing, and long term initiative. We're working 
right now on a new Import API, part of which is intended to allow input of 
practically arbitrary fields into OL, which may help with this issue.
