This should help: 1. Open Settings. 2. Select the General tab. 3. Scroll down and select the Accessibility tab. 4. Select the Speak Selection option (it should be set to off, currently). 5. Select the toggle switch to turn it on.
You still have to highlight the text, but then you can select "Speak" and that should work.
