When I borrow a book via the 'Download ePub' link, it takes me to a
page which says "We show that you've borrowed this but haven't loaded it
in Digital Editions yet" (see attachment). However, clicking the link
that gets to that page doesn't actually download the corresponding .acsm
file that ADE needs, just brings up the warning.

    On the "haven't loaded it yet" page, there's a "Download again" link
which does fetch the .acsm file, and ADE does work from there.

    Is this intended behavior in the checkout system? I don't see a use
case for "borrowing" a book without actually getting the .acsm file that
lets me read it.

    Same behavior on current versions of Chrome (Windows 10) / Chromium
(Debian 7), replicated with no browser extensions, FWIW.
