The July 2014 spike appears to correlate with Kindle Unlimited announcement
and backlash to it:

I couldn't find any news related to the November 26, 2012 spike, so I had a
closer look at the accounts and discovered that on Nov. 28, anandbot
reverted over 72,000 spam edits
<https://openlibrary.org/people/AnandBot?page=31>, so I guess that accounts
for that spike.  This was done separately from the standard revert
mechanism, so I hadn't found them before.

BTW, although I generated the stats as part of my spam investigation (and I
have a separate list of spam accounts and their dates of creation,
activity, & deletion), I was really just forwarding the chart for general
interest, not to imply that it had anything to do with spam.

As of yesterday, a total of 1,220,421 OpenLibrary accounts had been
created, of which 6700 have been reverted as spammers, which isn't too bad
percentage-wise.  This doesn't include the 2000 account from Nov, 2012 e.g.
https://openlibrary.org/people/nanapbioblis1974  They don't appear to have
been deleted.  Have they at least been locked/disabled?
