There may be a fuel valve below the tank. It may be shut off. You could also disconnect fuel line under tank and see if gas flows. I had rust or gunk plugging fuel line at bottom of tank. I blew some compressed air to open it.
Be a bit careful because there may be a wire-screen filter where the fuel line connects to the tank.
