I am confused.
Please see http://apache.org/legal/src-headers.html#3party.
It specifically states that code not directly submitted to the ASF must
retain their copyright notices as is.
But later on, in this same document under 'NOTICE file', there is a
reference to 3rd party notices.
Which is correct ?
