it was in the last half year stand out.. or longer ?
normally don't need by "standard-cpu's"

and on my amd 8core works also not ..
also not on my server and so on ..
but, has up to now not disturb me ..
so, i think, if not really need .. diable it easy ..
and it should normally disable by default ..
only if need and it is an CPU detected where support this software
(i don't know which (maybe an couple of notebooks) ) can it maybe enable via script ..

also many other services be running who not really need, but it comes, because it's not an rpm- related Installation..
and therefore it is the most enable by default.. and imho it's crap..
this is also an reason, why an rpm- related installation more prefer ..
it able to enable rpm-spezific services by rpm-installation via script "systemctrl enable blabla" or disable by remove ..
like by the init-scripts, but there was the scripts into the rpm's ..
how ever.. i think, cpupower it's not really need as default .

journalctl -xn seems to repeat same errors:

cpupower

cpupower <https://www.archlinux.org/packages/?name=cpupower> is a set of userspace utilities designed to assist with CPU frequency scaling. The package is not required to use scaling, but is highly recommended because it provides useful command-line utilities and a systemd <https://wiki.archlinux.org/index.php/Systemd> service to change the governor at boot. The configuration file for /cpupower/ is located in |/etc/default/cpupower|. This configuration file is read by a bash script in |/usr/lib/systemd/scripts/cpupower| which is activated by /systemd/ with |cpupower.service|. No files '|/etc/default/cpupower' or '||/usr/lib/systemd/scripts/cpupower'. Maybe they'd be in a different location in OpenMandriva?|
