In /etc/udev/rules.d/ and call it what?
/etc/udev/rules.d/99-mouse.rules? Or /etc/udev/rules.d/01-mouse.rules?
Heck, I'm gonna try /etc/udev/rules.d/99-mouse.rules and either it works
or I can remove/move/rename it. System is broke anyway...

And this is likely your input device problem.
USB device ID 045e:0745 seems to be the USB receiver for Nazi
branded keyboards and mice.
udev failing on those will prevent X and friends from seeing them...
Googling that device ID shows some problems on other distros that
