Well, "Global Delivery" has pretty much been a topic in IBM circles
since the new millenium. "Liquid" is the latest HR-program that wants to
have IBM working more with freelancers and not necessarly employed
staff. Liquid had been announced in 2012 so the news you are posting
don't come as a surprise to me.
