If we want ABF to have this functionality, it would be nice to allow
ABF to automatically publish to testing, and then also prevent
publishing to updates unless (x) number of people hit publish. Doing
that will help greatly.
Additionally, if ABF has any mechanism for webhooks, that would help
too. Sending automatic emails would help.
