I've been avoiding using Lx 3.0 on Notebook computers because of this. It can be worked around but that is time consuming on computers that tend to be slower to begin with.

The problem is some KDE dialog windows have no limit to length. If user is older that 50 yrs. and doesn't want to use 8-10 point font the windows extend below bottom screen edge. That means you can't select the OK, Apply or Cancel buttons. Frustrating indeed. And this must especially look bad to new users.

Shouldn't there be something in config files that limits window size to available screen size? There has to be doesn't there?

'Nuther question would be is this an upstream bug? I'd have to install another distro to find out.
