not used it with om but the microsoft parser is in most respects pretty good (and apart from some white space annoyances not particularly relevant to openmath) fairly conformant. You didn't say what you were planning to do with the parser, the microsoft xslt implementation is a fairly robust xslt 1, or saxon/.net (which uses the microsoft .net xml parser by default) is of course a very conformant xslt 2 implementation.
