I completely agree with the well-defined aspect but SUNWcsu is definitely not that package. It's a mismash of the traditional UNIX commands plus a great deal other things that have been accumlated over the year. As others have noted, there is nothing magic about SUNWcs[ru] in terms of being part of the core system. Many other packages are just as core and yet are in a separate package.
