The integration of 

6864230 hiho, hiho, it'ch chtime for CH to go

completes the work started in 4529365 to remove the requirement
that ON must be built as root or gk.

In practical terms, that means the following macros have been removed:

CH
CHOWN
CHGRP
CHOWNLINK
CHGRPLINK
INS.dir.root.sys
INS.dir.root.bin


You should not reintroduce these macros! $SRC/pkgdefs is the canonical
source for file and directory ownership and modes, not the proto area.


The majority experience should be that you should not see any noise
from this change in your incremental build.

However, if you have the file_* privileges assigned to your build user
then you MUST do a clobber build after pulling this changeset, or you
will see ownership errors.
