The reboot-needed attribute on one of the actions in the package you installed is what is triggering the message and causing the behaviour that is preventing you from uninstalling.
Assuming this package is delivered by ON, a bug should be filed against the package (if one doesn't already exist) in bugster for this issue.
The problem of having to create a BE manually for uninstall in this case is already known and should be resolved at some future date.
