In the old world order, the onnv-gate nightly build would archive nightly bfu
archives, but not packages.
This is still the case, but with bfu approaching its EOL, we need to archive
package repositories.
This needs to happen before bfu is removed. Though related, this is
independent of any work on IPS to enable repository cleanup or any tools work
to allow publishing on-nightly repositories with history.

Closing as 'notabug' because the onbld tools never actually did any archiving
of the bfu archives.
Provision of /ws/onnv-gate/archives/$(MACH)/daily.mmdd was always done via a
separate script that's gate-specific:
/ws/onnv-gate/public/gate/bin/daily.archives.ksh.
I'll update this script to look at $GATE/packages rather than $GATE/archives,
and add it into the gk .procmailrc
