You do not need to recreate every VM. You can even use a neutron router from a project in the large cluster for your VMs in this smaller cloud. Thus at a minimum you only need to launch the VMs which need to test the designate patch. This is why Eddy and I think it best we schedule an integration meeting. We want to keep it simple.
