Service Change Handler has dependency on (A)SDC because it is expecting the latter to distribute close loop models. So if SDC is not healthy, Service Change Handler will bail. For debugging (A)SDC, you may want to check with the SDC team. You might want to start with looking into SDC's docker log just like how you checked the DCAE boot container.
