When you ‘git blame’, you see it’s commit 1b061396f99141cf55d958cb016dad709641c25b that brought that and the title is Activity Spec support in OOM – Casablance Release

I don't know why but the resource "-SNAPSHOT" is not available anymore. You need to change it to: "nexus3.onap.org:10001/onap/activity-spec-init:1.3.0" I hope this helps you!
