In the Cloud Native world, in open source efforts such as Kubernetes, all new *proposed* project proposals have to go through a *incubation* phase (https://github.com/kubernetes/community/blob/master/incubator.md) before becoming an *approved* project. The proposed project proposals either graduate, merge or retire based on well specified criteria described in the aforementioned link.
