It's a pretty dank and dusty corner of Confluence. It's a way of requesting from the system administrator for plugins to be added, I have no idea where the request goes. To request a plugin do this:
1. Edit any page 2. CLick the + "Add more content" icon on the toollbar at the top 3. Select "Other Macros..." 4. A window appears, click "Find more macros..." at the bottom 5. Atlassian marketpalce shows up, search for example for PlantUML, click "Request" 6. A popup comes up "Your system administrators have been notified" It does not say how the notification is done!
