SonarQube code coverage has been updated to reflect WARNING between 50 and
54.9% and PASS at 55%. The change will be reflected on new reports as they
are generated.

That done, unfortunately the WARNING metric has been deprecated in SonarQube
v7.6 and instead they have gone to a pure PASS / FAIL model. (We are
currently on v6.7)

This means there is no like-for-like measure in SonarCloud today, or in
SonarQube going forward.

In light of yesterday's agreement by the TSC, my recommendation is to simply
amend the criteria and drop WARNING from the Frankfurt requirements. In case
there is any discussion necessary on this I will add a vote to next week's
TSC agenda.

Thanks!
