I've worked on a fake (actually forked) repo of OOM to prepare that

* do I make a MR on gerrit to add the needed files in gerrit and then
we move to gitlab?
I'd vote on this one because currently we are just mirroring gerrit to
gitlab. Migration the other way around is not possible so I'd suggest to
switch to gitlab when everything is in place
* do we move to gitlab and I add the needed files there?
* do we do a "test" with selected usual contributors of OOM in the
forked OOM before move?
We cannot do a test. As far as I know gerrit would not be able to accept
changes made outside as it expects to be "the owner of the repo"
